If one is licensed as a professional reporter, such cases of abuse and neglect should be reported within 48 hours from the time one became aware of the issue. Professional reporters are people who have taken a child abuse and neglect training, licensed or certified by state authorities. They also include workers in an agency or institution that is certified and licensed by the government and meet with children in their normal course of work.

Such professional workers are barred by family law from reassigning the duty of reporting to their workmates and family members. This list includes nurses, teachers, doctors, daycare attendants, staff of health clinics that diagnose reproductive health ailments.

It is the work of The Department of Family and Protective Services to offer training to these groups on different areas of neglect and child abuse. The course objectives include; definition of actions that constitute to child abuse and neglect, how to tell a kid is abused, scenarios of actions that constitute to abuse, using e-Reporting function to report such cases online, and any other topic that may relate to the main objective of the training

According to law, there are different actions that may constitute to abuse. First, any action that results to physical injury on the child is recognized as physical abuse. It may be detected by the presence on bone fractures, burns, bruises, or death of the kid. Cases of threatening a kid with harm without physical injury is also regarded to as physical abuse.

Sexual abuse is any sexual conduct that may harm the Child physical, emotional, or mental welfare. It includes such activity as folding the genitals, penetration of the organs, indecent exposure or exploiting the kid through production of pornography or engaging them to prostitution.

Emotionally, the child may be abused by performing actions that may impede his psychological functioning or hider her development. This is mostly found in extreme punishment that scars the kid self-worth such as placing them in dark enclosure, belittling him to feel worthless or using him as the reason for several personal failures.

Neglect on its part has several manifestations. A child may be placed in a situation where he supposed to decide on a matter bigger than his ability, either physical or mental and risks causing him harm. There could be medical neglect if the guardian does not seek medical attention for a sick child or follow up with medication causing more pain to the kid in addition to his psychological and developmental health.

Where the kid is denied his basic wants such as food, clothing and shelter, this is referred to as physical neglect. It also includes situations where the child is exposed to a risk of injury at home. Other instances of neglect include abandoning the child, failing to take parental responsibility on a child and failing to protect her from harm.

The authorities in Houston TX encourage residents to take up the online training on child abuse. Those in professions that touch on children are given training on the same. They are in a better position to notice such problems since they come into contact with the children.
